Overview

 

The construction industry is vulnerable to payment problems. Security of Payment legislation (SOPL) is one process to ensure the expedient payment for contractors and to provide rapid dispute resolution through mandatory adjudication. SOPL has been adopted in many jurisdictions such as the United Kingdom, Malaysia, and Singapore and there are calls within certain sectors of the industry to adopt some form of SOPL to contracts in Hong Kong.

 

In this seminar, Dr To, a Chartered Arbitrator, Accredited Mediator, Adjudicator and Barrister-at-law, is going to talk about the Security of Payment legislation in Hong Kong and adjudication as a mean to resolve construction disputes.

Dr. To is an independent mediator and arbitrator who is on the panels of various leading global alternative dispute resolution bodies. He has arbitrated a variety of international and domestic cases involving both ad-hoc and institutional arbitrations. He has also mediated many international and domestic cases and is representing clients in cases within the dispute resolution field.

 

Dr. To is an accredited mediator, chartered arbitrator, chartered engineer, chartered information technology professional, barrister-at-law and a law professor. In May 2018, he was appointed by the Mayor of Weihai to be a member of its International Economic Advisory Council and is a highly sought-after speaker at various.
