Course Overview

What makes a property development successful? Who is involved and how were stakeholders’
expectations managed? Will the building stand the test of time? To answer these questions and
create a successful development strategy, professionals need to understand the fundamentals of the
development process, from initial concepts to making decisions for the built scheme. Property
Development Strategies deal with critical issues that impact the decision process, including site
appraisal, planning, development appraisal and development finance. Participants will be guided to:
• Identify fundamentals in the development process and valuation of development land
• Manage the development process prior to the construction phase, either as an agent, advisor
or as a developer
• Recognise the interactions between issues at different stages of the development
management process
• Assess methods of valuing development land and when certain appraisals are used
• Recognise different methodologies for the assessment of project and manage financial risk
• Analyse types of development finance and how they can be accounted for in the valuation


About the speaker

Mr Johnny Siu is a chartered general practice surveyor for the past 27 years and a senior
professional at Rating and Valuation Department, the HKSAR Government. Before joining the
Government, he was an executive of the HSBC Group for more than 13 years. Johnny also worked
in the Marketing Department of Wayfoong Property Limited and the Group Head Property Office.
Since 1993, he has been an APC assessor for RICS and HKIS. A part-time lecturer for almost 20
years, Johnny co-authored the book, Valuation of Development Land in Hong Kong (2001 edition).
In addition to being a professional in the property industry, he also contributes to the field of
telecommunications. Johnny is a member of the Radio Spectrum and Technical Standards Advisory
Committee where recommendations for telecommunication and broadcasting matters are provided to
the Director-General of Communications, OFCA.
